[Wine] 1.1.29 no more mp3 support

That is:

1.  mp3 support changed to rely on local packages vice installed packages.  There are various reasons for this, most of them legal.
2.  Fedora does not install, with the basic installation, mp3 development packages.
3.  Google for mp3 packages for Fedora.  They do exist.
