How did you install Mono? The best way of doing it is through Winetricks - and that offers you several options, like mono20, mono22, mono24 and (from MS, might work less good in Wine) dotnet11, dotnet20 and dotnet30. Try installing any of these (but not both kinds simultaneously) under a CLEAN wineprefix and then running your app.
