Your Steam install is damaged / you running this off of file system that doesn't support everything Wine requires / your Wine is broken.

First get the latest (wine-1.1.29) Wine version. If the problem persists, reinstall Steam (see AppDB page). If that doesn't work - report bug to SuSE and downgrade to stable version. 11.2 is still in alpha.
