I dunno about Linux.. but on Macs, there is a shared directory where you can put stuff for all users, including Wine and Wine applications.... I not only hae my Wine apps available to other users, but i can simply copy them to any Mac that doesnt even have Wine installed, and run them...

I'd assume you could make a wide open directory that everyone had access to where you put the programs and wine... with bash script launchers for each program that set the users paths and everything right to use Wine and launch the software.
