	When you open http://forum.winehq.org/ you should see "Register" link on the 
left panel.  Here is direct link: 
http://forum.winehq.org/profile.php?mode=register .

P.S. I cannot even begin to imagine why you can't see the "Register" link in 
the forum. I can see it even with links and lynx text (!) browsers.
