wine-1.1.31 is still too old. You'll have to compile one yourself then. Or use google to find a repository for your distro.

There is no set date for the next stable version (wine-1.2.0).

After installing new Wine, remove / rename ~/.wine directory. Try installing msxml with winetricks. If things still don't work, try adding ie6 to the mix (again using winetricks).
