What do you mean with 'those files'? Resource files or po files, or both ? po files can be edited by tools like virtaal (http://translate.sourceforge.net/wiki/virtaal/index).

We do have someone working on the Spanish (Neutral) language (see also http://wiki.winehq.org/Wine1.2Translations). This means the language that can be potentially used for all Spanish sub-languages. If Spanish (Argentina) is different (and I know it is in some cases) we can add those specifics, the rest will use the neutral one.
