You need to address this with AMD/ATI.  They did have 'lurkers' here, but they have not said much in the last few months.  

That being said, if you want to run Wine on Linux, you will have switch to a more efficient video card with better Linux support:  nVidia.  Their cards appear better, they appear to perform better and all around nVidia appears to want to support Linux.  

And yes, AMD/ATI has a LONG history of being very reluctant to support any OS other than Windows.

Sadly, you have done everything that I would suggest to get better quality.
