[Wine] can't launch Steam.exe bin/vgui2.dll error

Gentoo Linux 32-bit current
Nvidia Driver 260.19.12 (current)
Wine version 1.3.5


I can install steam... once if starts updating it stops with the following.

After I the install crashes/stops... I can run Steam.exe within it's home directory it seems to update.... then I get the fatal error can't run bin/vgui2.dll  Every fix I found that works for other people does not work for me...  I tried compiling a vanilla wine... but get even more errors then now.

I have no idea how to fix this since I've already tried all the fixes I found on forums, etc.  Deleted *blob file,  .wine directory... reinstalled... launched Steam.exe from it's own directory..  I still get the same vgui.dll error.  Any help at all is appreciated.
