This may point to why it does not work.  DATAGUARD calculates if it is on a valid Windows installation without debugging.  It fails if it is not.  Wine is not Windows, it is an implementation of the Windows API.  dimensio pointed out that there is a bug report.  Please add yourself to the cc list to be kept up to date when a fix is found.
