Any software that requires direct access to the hardware most likely won't work on Wine. Use native Linux programs instead. For this specific thing you can use Nvidia drivers to adjust GPU clock and memory speed.

This type of software uses special kernel drivers that can not work on Wine or special API that is not available on Wine.
