Not possible.  You will have to install Wine 32 bit in order to this.  Wine on Windows will not do what you want to do.

Why do you insist on running Windows?  Is there some "I've got to have this program" that will only run on Windows7 in 64 bit mode?  Otherwise just move to Linux and get it over with.
