Alien most of what you are attempting todo is done without requiring cygwin.

Lot of core wine code is simply dropped from existence.

Also you are making your live many times harder using cygwin.  Wine code is more likely to be tested with the mingw compliers and development environments.   Introducing Posix emulation will introduce many more nightmares.
