No, Wine nor Windows have wow64. There is simply no such thing.

You have to have a 32-bit Wine to run 32-bit windows programs. Windows has a separate set of 32-bit dlls just for that reason.

So, if you really do want 64-bit Wine (highly not recommended, it it still way buggy for normal use) you still need to compile 32-bit Wine and install both properly.
