1.3 will never be released as stable. 1.4 will be the next stable release.

I recommend you forget about the "beta", "development" and "stable"
labels and install the latest development release.  Stable releases
are good only if all the applications you run work under the stable
version. Since stable releases will generally not be updating that
much they will not break. However if something you want to run does
not work in the stable version because of an unimplemented part of the
windows api it can be months to years before it gets fixed. During
this time the development release could have already implemented the
missing part of the windows api.
