A lot of the applications requiring WinPCap was ported from *nix....
See if a native version is not available (If the application used
WinPCap for nice features, rather than a easy way to port libpcap apps
to Windows, it might not have...)

It might make sense to wrap the mostly compatible native libpcap...
(Like is done for OpenGL), but that would require a bit of coding on
the Wine code.
