[Wine] Runtime libraries not found

Hello, I have a problem running the program "DGS Phrasen".
The installation of the program works fine, but running the installed executable "PDGS.EXE" by invoking
wine start PDGS.EXE
leads to the following error:
wine: cannot find L"C:\\windows\\system32\\TB60.exe"

The executable seems to be part of a runtime library and can be found in
"~/.wine/drive_c/windows/asym/runtime"
I tried manually adding this path to the system path or the path variable using the regeditor, but both ways did not help.
