Does scom60.OCX exist.  ~/.wine/drive_c/windows/system32 ? I might have my case wrong along that path.

Also there are quite a few native Linux programs Barf.  http://freshmeat.net/tags/ham-radio  this has lead to very few ham radio operators using wine.
