[Wine] Sibelius 6 does not work -user32.dll is not allowed to write

First, can you update to Wine-1.3.20 and try again?

Second, can you capture a logging file and post it to a site like 
pastebin.com.  http://wiki.winehq.org/FAQ#get-log has some helpful hints.
