Maybe some convergence is indirectly possible. HX DOS Extender is open source and runs console Windows programs, and has partial support for GUI software. Presumably this is achieved through a DOS implementation of the Windows API. Perhaps Wine code could be used to improve HX DOS Extender's implementation?
