This turned out to be something of a red herring. I found a post on Blizzard's Support site that said to start problem patching by deleting or moving the following directories: WTF, Cache, and Interface. I moved them. Starting the Launcher.exe seems to have accomplished its job before it went South again (won't restart). Consider this issue solved.
