I don't think /etc/wine/config is even used, I wonder why that package is
creating such a beast. The actual config file is in ~/.wine/config, except
you won't have one because the default now for several versions is to not
have one. So put the following in ~/.wine/config:
WINE REGISTRY Version 2
[dsound]
"HardwareAcceleration"="Emulation"
