./wine/dlls/comctl32/flatsb.c has this (InitializeFlatSB) as a stub.

AddWeb 5 Professional (free download) even seems to *crash* due to 
unimplemented 
flat scrollbars... 
At least the exception follows almost instantly to the FIXME in the trace...
