[Bug 3095] Wrong label are displayed in "File" menu item in Cool Edit 96, drob-down "file" menu detaches when loosing focus

Reopening because I've found a problem with the patch. Bug 3420 reappears when 
this change goes in, and thats because it uses GetMenuItemInfo for a popup 
menu handle. I need to work out when we should skip popups and when we 
shouldnt, and holding the bug open because I cant send patch until this is done
