Registry file to enable nonpower2 repacking

This registry file will set
HKEY_CURRENT_USER/Software/Wine/Direct3D/Nonpower2Mode to repack.

This enables the repacking of nonpower2 textues for 'buggy' games that cannot
cope with the default nonpower2 texture support.
