Several problems:
1. Wine is missing default action for .inf files.
2. ShellExec doesn't execute properly (copied from win2k):
   "%SystemRoot%\\System32\\rundll32.exe setupapi,InstallHinfSection
DefaultInstall 132 %1"
3. inf file makes bad assumpsions about short file names.
