Replying to Comment #2: If Wine had its own implementation of the Windows shell
interface (EXPLORER.EXE), surely this would fix the problem, because then people
would have the choice of using Wine's command-line interface (which looks for
files in the current directory) or the shell interface (which looks for files in
the working directory specified in a shortcut).
