Native msi.dll calls the function correctly, so this is inded an msi bug.
The native msi.dll calls

ixme:advapi:LookupAccountNameW L"" L"alexander" 0x33f3cc 0x33f3b4 0x15e2a0 
0x33f3ac 0x33f3b0 - stub

while builtin gives this (and exits)

fixme:advapi:LookupAccountNameW (null) (null) (nil) 0x33fcc8 (nil) (nil) 
(nil) - stub
