Tested with cvs 8-15-2006
I have enclosed the +msi log. During the trace it keeps executing 

trace:msi:MSI_DatabaseOpenViewW L"INSERT into `_Property` (`_Property`,`Value`)
VALUES (?,?)" 0x33f94c 

There are placeholders in the query rather than values, then further down the
trace it gives this message

trace:msi:MSI_FormatRecordW (L"This setup requires the .NET Framework.	Please
install the .NET Framework and run this setup again.")
