[Bug 4657] An important dialog cannot be started

It's looking for an AVI resource in shell32 which is not present.  Somebody
needs to draw an AVI that represents the same thing as AVI resource number 0x97
in shell32.dll. (I think this is more to do with Delphi than with Mosaic Creator).
