This seems to be fixed as James Hawkins implemented ExtractFiles on Jan. 11 .  
It now installs fine.  
There's one last Fixme:  
fixme:setupapi:extract_cabinet_file awful hack: extracting cabinet "Y: 
\\Decker.cab"
