This is not a Wine bug but a bug in the FC4 flex update flex-2.5.4a-35.fc4 .

A fixed rpm was released but didn't make it yet to the main updates dir.
Upgrade to at least
http://download.fedora.redhat.com/pub/fedora/linux/core/updates/testing/4/i386/flex-2.5.4a-36.fc4.i386.rpm
and Wine will build again.
