There is "winecfg" to configure Wine. Writing a replacement for Gnome dosn't
make sense:
a.) Introduces unnecessary dependencies for no gain.
b.) Gnome aims to remove configuration options "to not confuse users". Making
winecfg a Gnome program would be a breach of Gnome philosophy. Yes, the Wine
project *IS* working on making Wine run out of the box without any config
needed. But there will be always a place for winecfg.

If you didn't refer to winecfg: Wine is already aiming to integrate into desktop
enviroment (Gnome, KDE or any other Freedesktop.org compliant). Installing a
Windows program in Gnome/KDE should already add icons to the desktop and/or menu
entries.
