Aha.  Thanks to Stefan Siebert, there's a fix coming.
The app exits silently because a DLL is missing, it seems.
Applying Stefan's patches (I think they're

and then doing a totally default install of Notes 7 trial
seems to cause the following files to be installed that
weren't installed even if the user picked EVERY install option
without Stefan's patches:
 ncompact.exe ndefault.exe nfixup.exe nhkdaemn.dll nimui.dll nimuires.dll
 nimuiu.dll nlsxbe.dll nmstrings.DLL notes.exe nsd.exe nstclient.dll
 nstclientu.dll nxvcrd3.dll nxvcrd.dll nzlib.dll qnc.exe smarttags.dll
and now nlnotes.exe actually starts up and present a GUI!
