[Bug 6706] New: Localization problem with LC_CTYPE=bg_BG

When I run winecfg or wine and LC_CTYPE is set bg_BG (bulgarian regional
settings) the console output show me a warning, that it doesn't recognize the
language and will use english by default. 
As a matter of fact the language used by wine is not english, but arabic (I
suppose). I don't know which language is used, so I attached a picture.
