i have the same environment

Ubuntu 6.10 (Edgy Eft), glibc-2.4, wine-0.9.22
LANG=ru_RU.UTF-8, LC_* are not set, locale-gen is done.

and have this problem too. the same problem on my dapper machine (Ubuntu 6.06,
wine 0.9.9)

my "locale" output:

LANG=ru_RU.UTF-8
LANGUAGE=ru_RU:ru:en_GB:en
LC_CTYPE="ru_RU.UTF-8"
