Yes, I think that's probably the way NSM makes itself "fullscreen": Moze
everything that should not be visible (menu, title bar, toolbar) out of the
visible screen space, resize the window to remote res (if smaller or equal than
local res) or to local res (if local res smaller than remote). In the latter
case, also show scrollbars.

Might it be that kwin or something else prohibits a window from moving its title
bar out of the visible screen space?
