I found this bug in Feb-06.  When I talked with Alexandre about it he was aware
of the problem.  However, Aug-07 Dan Kegel asked me to file a bug report.

I am not sure if there are any programs out there that rely on this behavior. 
The bug was much easier to work around than try to fix since Wine just
implements Windows sockets with Linux sockets and there are differences.
