It's not likely, because WinPCap isn't part of Windows.  It depends on the
kernel networking stack of Windows, which isn't present in Wine.  So while it's
possible to write such a thing, it seems like a pretty small target audience,
and it wouldn't ever be part of Wine (as, again, it's not part of Windows.)
