ntdll-kernel32: WaitCommEvent.
- implemented IOCTL_SERIAL_WAIT_ON_MASK for DeviceIoControl on serial lines in
ntdll
- now using thread pool (instead of simple thread) for the background
operations (this should help some high load situations)
- used this to implement WaitCommEvent on top NtDll functions
- in kernel32, removed now the no longer used termios/ioctls...

In the vesions before this one, the serial communications worked fine with USB
to RS232 converters. From this version onwards, they failed to read properly.
Hardware used
Standard Dell Optiplex GX620
Gentoo x86 system using 2.6.23 kernel. Also tested system with stock kernel
2.6.17
USB converters tested:
VSCom 8 port USB converter using the USB_SERIAL_FTDI_SIO module
Keyspan singleport USA-19QW using the USB_SERIAL_KEYSPAN_USA19QW module
