That URL isn't very useful, since it's for the
downloadable demo, which installs fine.
The game was done in 2001 or so, and the vendor page seems offline; a fan
site remains, http://www.terra-arcanum.com/sierra/ 
It can be bought used at half.com or ebay.com, I think.

The symptom sounds like copy protection in action, offhand.
