It's up to Word what it's doing, not windows.

I still fail to see where the problem is? You claim you do not have any fonts -
so you get some garbage displayed. Everything else you said is irrelevant.

Again closing as there are no bugs that you could demonstrate. Not even a
specific program that you have this problem with. Read how to properly submit
bugs. Just bunch of hypothetical "what if"s not enough for the bug,
