According to MSDN we should handle OPTION_DATA_SEND/RECEIVE TIMEOUT on all
handles, including NULL. Currently wine is only setting it for HTTP REQUEST handles.

This program should never report we have a valid copy of windows, as that would
go against the way it should function, but even with proper functionality it
should still connect and not time out, so the bug is valid.
