Almost identical problem here - "winecfg" does not load on machine with Xinerama
on two Nvidia cards.

NV driver version: 1.0.8762-1
Wine version: 0.9.29 (Meissner RPMs from OpenSUSE build service)
Platform: SUSE Linux 10.1

Error message is:
