I vote for reopening this bug.
Ive made extensive testing. First, to make it clear, there is somewhere a game
bug relating dualcore systems. On my own dual core system I tested this on win
and linux. It didn't work on both.
 
In Windows the splashscreen just disappeared after some minutes.
I've got that to work by disabling one core on win startup.
With wine, the splash just never go away. It gets somewhere in an endless loop.

With my (one core) Laptop, the game started without problems on with windows,
but fails in the same way with wine.

So there is really a wine bug.
You have to run the game with native dbghelp and msvcrt. Wait 2 minutes and then
the game starts.

In this two minutes, the only thing done by the program is to create the
options.cfg in home/Command and Conquer Generals Data.
Once this is done you don't need the dlloverrides anymore. And also on win you
can remove the one core use only option at startup.

For the ones where the game is working with wine, steps to reproduce:
update to 1.7
delete the options.cfg
