I tried it on another machine, with the same setup:
ubuntu dapper
X.Org 7.0.0-0ubuntu45,
Option "XkbLayout" "us,cz(qwerty)"
Option "XkbOptions" "grp:shift_toggle,grp_led:scroll"
the problem is the same, as described. mgrac at redhat.com confirmed this too. He
discovered, that if the notepad window focus is lost and then it is focused
again, the shift state is recovered then. I.e. one can type lowercase letters
and numbers again.
