No it is not a duplicate of bug 2939 This is about not finding a refresh rate.

I think that it has a lot to do with these messages
fixme:ddraw:IDirectDrawImpl_WaitForVerticalBlank

I was kind of hoping that this patch by Jan Zerebecki would help this bug but it
does not. :^(
