Hello,
I cannot confirm this. Rain doesn't affect FPS on my testing system.

kernel 2.6.22.4-14.8
nvidia drivers 1.0.9639
nVidia GeForce 7600 GT
xserver xorg 7.2-5ubuntu13 

Do You have regedit settings EnableGLSL=yes and OffscreenRenderingMode=fbo ?
