LC_ALL takes precedence over any LC_xxx variable. Besides, as xev behaviour
shows that's not a Wine specific thing, but X11 one.

This should be improved in current git.

I'm going to close this bug as invalid since it's not Wine fault, but
a misconfiguration on user side.
