Can I see how the log looks like

WINEDEBUG=+htmlhelp wine ... >& your.log

when you are getting correct help?

In the last log, I think

trace:htmlhelp:FindContextAlias returning "html\\00201_input_basic.htm"
trace:htmlhelp:navigate_url L"html\\00201_input_basic.htm"

should be doing

trace:htmlhelp:navigate_url
L"mk:@MSITStore....chm::html\\00201_input_basic.htm"

instead.
